Contract No. 2 - Wastewater Treatment Facility Infrastructure Improvements
Sealed Bids for the construction of Contract No. 2 - WWTF Infrastructure Improvements will be received by the Ashland Water and Sewer District at the District's office at 115 Portage Road, Ashland, Maine until 2:00 PM local time on Wednesday, July 11, 2018, at which time the Bids received will be publicly opened and read. Each bidder must submit a single sealed envelope, the outside of which must be clearly marked "BID ENCLOSED - ASHLAND WATER AND SEWER DISTRICT, CONTRACT NO.2 - WWTF INFRASTRUCTURE IMPROVEMENTS."
The Project consists of: modifications to lagoon flow distribution and overflow structures, yard piping improvements, installation of a supplemental floating mixer unit, sewer cleaning and CCTV inspection of yard piping, cleaning and installation of two new access points on a buried chlorine contact tank, new pressure treated stairway, minor electrical upgrades, and miscellaneous demolition.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and/or unit price basis as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is Wright-Pierce, 75 Washington Avenue, Suite 202, Portland, Maine 04101. The Project Engineer can be reached at (207) 319-1511 or russell.scammon@wright-pierce.com. Bidding Documents may be obtained in PDF format on-line at www.wright-pierce.com/projects.aspx. Interested parties will be furnished one PDF download set of Bidding Documents at a cost of $50.00 per download. No paper sets will be distributed by the Issuing Office.
To be considered a responsive Bidder, the Contractor shall have obtained at least one set of Bidding Documents from the Issuing Office. The Bid will not be awarded to a Bidder unless a record for obtaining at least one set of Bidding Documents exists in the Issuing Office. To meet this requirement and to establish the record of receipt, a prospective Bidder must obtain Bidding Documents using the name that is to appear on the Bid Form.
A non-mandatory pre-bid conference will be held at the Ashland Wastewater Treatment Facility on Wednesday, June 27, 2018 at 10:30 AM. Attendance and participation is encouraged.
A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidder's maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner.
This contract is expected to be funded in whole or in part by the State of Maine Department of Environmental Protection (DEP) Clean Water State Revolving Loan Fund (CWSRF) program and the Maine Department of Economic and Community Development (DECD) - Community Development Block Grant (CDBG) program. Neither the United States, State of Maine nor any of their Departments, agencies, or employees is or will be a party to this contract. The word "agency" in the contract documents refers to the DEP and DECD.

The Contractor must comply with the Disadvantaged Business Enterprises (DBE) SRF special requirements contained in the CWSRF Supplementary Conditions. Failure of the successful bidder to complete the pre-award requirements of this program may result in finding that the bidder is non-responsible and therefore not entitled to award of this contract.
The successful bidder must furnish a complete list of sub-bidders, if requested by the Engineer. The successful bidder must furnish, within 15 days after the Notice of Award, four sets of signed Contract Documents, 100% Performance Bond, 100% Payment Bond and proof of insurance documentation acceptable to the Owner. The successful bidder must begin execution of this Contract within 10 days following the date stipulated by the Notice to Proceed.
The contractor must comply with all Federal Requirements per the CWSRF Supplementary Conditions, including submittal of pre-award certification regarding Lobbying.
The contractor must comply with Davis-Bacon (DB) and Davis-Bacon Related Acts (DBRA) as stated in the CWSRF Supplementary Conditions. All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents. Any laborers and mechanics not listed in the wage determination shall be paid at least as much as the lowest wage rate for other similar trade classifications already contained in the wage determination published in the bidding documents.
The Contractor shall comply with the Use of American Iron and Steel requirements on this project.
The Ashland Water and Sewer District of Ashland, Maine reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the District
