PUBLIC NOTICE REQUEST FOR PROJECT PROPOSALS FOR RESTORATION OF NATURAL RESOURCES IN PENOBSCOT RIVER WATERSHED The Natural Resources Trustees for the State of Maine, through the Maine Department of Environmental Protection (MEDEP), are hereby providing public notice of a request for proposals for the restoration of natural resources located in the Penobscot River Watershed. The funds are the result of a settlement agreement associated with a pipeline leak at an oil terminal facility formerly located in Brewer, ME. The agreement provides a total of $70,000 for natural resource restoration projects. The public is invited to submit proposals for natural resource restoration projects for consideration by the Trustee's for funding. Project proposals must be located in the Penobscot River Watershed and must address each of the following criteria: - Project title. - Organization responsible for completing the proposed project. - Individual responsible for coordinating the proposed project and contact information. - Project Description: a brief (400 words or less) description of the proposed project. - Describe the current context on the proposed project site (e.g., degradation on site, adjacent land uses, etc.) and the changes that will result from proposed conservation activities. - Describe the project readiness (e.g., how soon can it begin, how long will it take to complete, etc.) - Describe any long-term management obligations resulting from this project. - Total project cost and amount of funds requested Proposals will be evaluated on the following criteria: - Extent to which the project will restore, conserve, or enhance fish, birds, and wildlife habitat - Extent to which the project will create or improve public access for fishing and recreation - Extent to which the project leverages other funds - Likelihood of the project's completion within five years - Extent to which the project will be sustainable without the need for additional funds - Benefits of the proposed project on the environment and public health - Willingness to enter into an agreement to accept funding Restoration proposals should be mailed to: Butch Bowie, Project Manager Division of Petroleum Management Bureau of Remediation and Waste Management Maine Department of Environmental Protection, State House Station 17, Augusta, ME 04333-0017 Proposals must be received by 5:00 PM on December 30, 2016. A final decision regarding the award of funds for natural resource restoration projects will be made after the Trustees evaluate all project proposals submitted by the deadline.
