Hearings on Governor's Nominations
Legislative committees will hold public hearings as listed below for the purpose of considering nominations by the Governor for appointment to positions that require review by joint standing committees and to confirmation by the Legislature. You may testify at the public hearing or submit written testimony. Written testimony must be received by 9 am the day of the hearing and should be sent to: Legislative Information Office, 100 SHS, Augusta, Maine 04333-0100. JOINT STANDING COMMITTEE ON AGRICULTURE, CONSERVATION AND FORESTRY

Nominee: Honorable Michael J. Timmons of Cumberland to the Land For Maine's Future Board
The Board was established by 5 MRSA § 6202 for the purpose of authorizing distribution of proceeds from the Land for Maine's Future Fund for land acquisition in accordance with strategies to be developed by the Board. The 9 member Board, 6 of whom are to be private citizens must be selected for their knowledge of the State's natural resources and landscape and their commitment to land conservation. The 6 private citizen members serve staggered 4-year terms. The remaining 3 members of the board are permanent members and include the Commissioner of Agriculture, Conservation and Forestry, the Commissioner of Inland Fisheries and Wildlife and the Commissioner of Marine Resources. Nominee: Philip A. Brookhouse of Auburn to the Maine Public Employees Retirement System Board of Trustees
The 8 member board is responsible for the proper operation of the retirement system, formulating policies and exercising general supervision of the system. 4 of the 8 members are appointed and must meet requirements specified in the law. Nominee: Eric A. Cioppa of South China as the Superintendent of Insurance
The Superintendent, pursuant to 24-A MRSA § 211, is responsible for enforcing the Maine Insurance code. As head of the Bureau of Insurance, the Superintendents duties may include rulemaking, investigating insurance matters, and compliance. The Superintendent is appointed for a 5-year term. Nominee: Honorable Beth Dobson of Falmouth as a District Court Judge
The District Court (4 MRSA, c. 5) consists of 38 Judges (including a Chief Judge and Deputy Chief Judge), and Active Retired Judges when appointed. The Court has original jurisdiction in non-felony criminal cases, traffic infractions and civil violations. The Court has exclusive jurisdiction in family matters, including separation and divorce, parental rights and responsibilities, paternity and grandparent's rights. It is the only court available for the enforcement of money judgments. One Judge residing in each district and two judges residing in each of Districts 3, 6, and 9 are appointed. The term of appointment for a District Court Judge is 7 years. The annual salary is set by statute. Nominee: Joel C. Allumbaugh of Pittston to the Maine Governmental Facilities Authority
The Maine Governmental Facilities Authority was established by the 118th Legislature during to assume primary responsibility for insuring adequate facilities for Maine State Government. The authority comprises 5 members, 3 of whom are appointed by the Governor for 5 year terms. The other two members are the Treasurer of State and the Commissioner of Administrative and Financial Services, who serve as ex officio voting members. The Authority has statutory authority to undertake such projects that it deems necessary to assure the provision of adequate facilities for use by the courts, any agency, instrumentality or department of the State, or by any branch of government and to enter into financing arrangements to execute these. Nominees: Daniel G. Casavant of Waterville; Rebecca A. Grant of Augusta to the State Civil Service Appeals Board
The State Civil Service Appeals Board comprises five members, who are appointed on the basis of their experience in personnel management or labor relations. None of the members may be a state employee, and no more than 3 members of the Board may be of the same political party. The Board's duties include: mediating grievances and disputes between state employees and their respective state agencies; hearing appeals regarding the classification of positions; allocation of new positions, or reallocation of existing positions. JOINT STANDING COMMITTEE ON VETERANS AND LEGAL AFFAIRS

Nominees: Alfred R. Skolfield of Winthrop; Barbara J. Dresser of Saco to the Gambling Control Board
The Board, within the Department of Public Safety, was created to regulate, supervise & exercise general control over slot machines and facilities where they are located. Four of the 5 member board must represent corporate finance, economics, law, accounting, law enforcement, computer science or the gambling industry. One member must have experience in the harness racing industry. Members serve 3-year terms and may not serve more than 2 consecutive terms.
